Mr. Fong is an attorney with over 40 years of civil litigation experience. He was Staff counsel for Fireman’s Fund Insurance Company specializing in commercial litigation. He now teaches law at the University of Hawaii, School of Travel Industry Management. He is a former State Supervising Deputy Attorney General in charge of the Tort Litigation Division and a City Senior Deputy Corporation Counsel in charge of the Trials Division. He is also an Arbitrator in the Court Annex Arbitration Program.
He graduated from the University Of Illinois School Of Law with a Juris Doctor and University of Hawaii with a B.A. in Political Science. He is also a graduate of the U.S. Army Judge Advocate General School, Command and General Staff College and U.S. Army War College.
A Vietnam veteran, he retired as a Colonel, U. S. Army. His duty assignments include: The Staff Judge Advocate, U.S. Army Japan; Commander, 1985th Reserve Training Unit; Deputy Commander, Pacific Liaison Command; and the Staff Judge Advocate, Headquarters, IX Corps. His military awards include: Legion of Merit, two bronze stars, two Meritorious Service Medals, Vietnamese Cross of Gallantry with bronze star (awarded by the Republic of Vietnam) and Combat Medic Badge.
He is a former Commissioner (Vice Chair), Honolulu Liquor Commission, and past President of the Chinese Chamber of Commerce and Palolo Chinese Home and former Chair of the Hawaii Arthritis Foundation, Maryknoll School Advisory Board and Mun Lun Chinese Language School. He was also the Vice Chair of the Hawaii/Pacific Export Council, U.S. Department of Commerce. He also served as a Director, Catholic Charities Hawaii.
He is currently the Chair of Neighborhood 14 and President of the Military Officers Association of America, Hawaii Aloha Chapter and Pacifica Honolulu AOUO.
He is a recipient of the Distinguished University of Hawaii Alumni Award, the national Jefferson Award for Public Service, and the Organization of Chinese Americans Award for Community Service and the Hawaii Chinese Civic Association’s Mandarin Award for community service and personal achievement.
