What is WICHE and what states qualify for WRGP?

University of Hawai‘i at Mānoa participates in the Western Regional Graduate Program (WRGP), a Student Access Program administered by the Western Interstate Commission on Higher Education (WICHE). The program enables legal residents of WICHE member states and territories to enroll in selected out-of-state graduate programs at a reduced tuition of 150 percent of the institution’s regular resident tuition*.

Approved WICHE Members: Alaska, American Samoa, Arizona, California, Colorado, Commonwealth of the Northern Mariana Islands (CNMI), Guam, Hawai‘i, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming.

Eligibility Requirements

  • Applicants must apply for admissions consideration to one of the participating WRGP graduate programs at the University of Hawai‘i at Mānoa.
  • Applicants must have a cumulative GPA of 3.0 or higher from their Bachelor’s degree institution if applying after Spring 2020. (Note: For those applying for Fall 2019 or Spring 2020, a 3.5 GPA eligibility criterion remains in effect*.)
  • Applicants must be legal residents of one of the participating WICHE approved states/territories. This is verified using the residency declaration completed during the admissions application.
  • The WRGP tuition benefit must be awarded at the time of admissions and will be noted on the official letter of admissions issued by the Shidler College of Business Admissions Office. It cannot be converted once the first day of the first semester begins as a new graduate student at the University of Hawai‘i at Mānoa.
  • Post-Baccalaureate Unclassified status is exempt from holding a WICHE-WRGP status.

Terms & Conditions

  • By participating in the WRGP tuition program, tuition is reduced on the basis of residency of an approved region listed above.
  • Because tuition is reduced on the basis of residency of a region listed above, the process of establishing Hawai‘i residency for tuition purposes cannot happen until after terminating participation in the WRGP for a period of one year (AND meeting the necessary requirements to be eligible for resident tuition status during that one year). For more information on establishing Hawai‘i residency for tuition purposes, contact the Office of Admissions.
  • Should students choose not to participate in the WRGP program, they must contact the Shidler College of Business Office of Graduate Student Services.

Compacts of Free Association (COFA) Policy

  • Effective July 1, 2024, students enrolled Spring 2024 onward from the Freely Associated States (Republic of the Marshall Islands (RMI), Federated States of Micronesia (FSM), and the Republic of Palau) will be charged tuition at the in-state resident rate, beginning Fall 2024.

Executive Education Center (EEC) Programs

Executive Education Center programs (Executive MBA, Distance Learning Executive MBA, MBA for Executives in Vietnam, and non-degree Custom Programs) are priced as an all-inclusive flat fee per program rather than a per-credit-hour rate, and are not part of the WICHE/WRGP tuition structure above. Visit the Executive Education Tuition & Fees page for details.
